What's more likely going to happen, is a series of expansions, on the Shogun II : Rise and Fall of the Samurai model, centered either on Cesar's campaigns, or on the Greek wars between 495 and 400 BC more or less, or even a Fall of Rome themed one, with the "barbarian invasions" featured prominently. I do not believe a pack of eastern factions will be released by CA, it just doesn't make sense from a financial point of view, and is not something the Creative Assembly has done in the past. On the other hand, releasing a separate 8 highly detailed "eastern" factions would leave the base game lacking in diversity (let's face it, the Seleucids where more important in the second century BC than any Iberain tribe), while making the expansion potentially non viable. If CA decides to add Eastern factions, which I strongly believe they will do, it would make sense to only have two out of eight playable factions, adding an exotic touch to the mix. Or, to be blunt, a game that nobody would buy. It would make no commercial sense to divide a game in two, one in which all you're consumer base is in, the other where's it's not. Total War games are bought by western Europeans (Britons, French, Germans, Italians, Spaniards and Scandinavians).

What you propose is very unlikely, for a simple reason. That would mean we will get a eastern expansion at some point with 8!? new factions for the east. I am kind of hoping we won't see any Eastern factions within the first 8, leaving room for an Iberian faction as they would/could play a major role in between Rome an Carthage and either Dacia or a Scythian tribe just east of Dacia or the Ptolemains.
